Urban rehabilitation was introduced as an alternative of the redevelopment twenty years ago but there are still no cases which were implemented. This study looked into three rehabilitation plans suggested by public sector those are Cheongjin, Gongpyung and Sewun 2 district in inner city area. This study defined the planning issues as three criteria; Planning unit, Land-use and Urban tissue. Planning unit were divided by development capacity and landowner's agreement but it showed different types and scale by each site. Land-use was not so distinctive except Gongpyung district. In terms of urban tissue, conservation and improvement of existing street network was applied to all districts but planning density was different by each plan. In conclusion this study suggests three issues for rehabilitation. Planning unit could be designated by self-improvement, cooperative development and combined development. Land-use could be also categorized by obligatory, recommended and prohibited use. Urban tissue for density control is proposed to assigned by the development capacity, disaster prevention and livable street.
