21세기의 녹색교통수단으로 각광받고 있는 자전거 이용의 활성화를 위하여 많은 외국 도시들이 노력하고 있음은 주지의 사실이다. 우리나라의 경우도 지난 10여년간 자전거 이용을 활성화하기 위한 노력이 중앙정부, 지방정부와 시민단체등에서 다양하게 나타났다. 그럼에도 아직 자전거 이용에 있어서 정책입안자와 시민을 만족시킬만한 성과를 거두지 못하고 있는 데, 여기에는 법제도의 미비가 큰 원인으로 작용하고 있다. 본 논문에서는 현행 자전거 관련 법제도의 문제점을 분석하고 이용활성화를 위한 대안을 제시하고 한다.

It is really true that many foreign cities are trying to enhance the bicycle use which is called one of the most efficient green modes. For the past ten years, national and local governments have tried to increase the bicycle use as well as non government organizations have. Even though there has been a lot of trials for enhancing bicycle use, the results have not satisfied the policy makers and citizens. One of those reasons is institutional problem. In this study, the institutional improvement suggestion for bicycle use has been deprived through the analysing the current problems.
