This study analyzes the risk factors of Jeonse deposit return accidents and identifies high-risk areas across the Seoul Metropolitan Area and five provincial metropolises. To address the issues of excess zeros and overdispersion in the accident data, a ZINB model was used. This model is useful because it separately analyzes two factors: the probability of a default occurring and the actual scale of that default. The results show that risks are heavily concentrated in specific areas. In particular, Michuhol-gu in Incheon was found to be the highest-risk district, recording a monthly average of 204.29 accidents and a 32.39% accident rate. Other dangerous areas include Gangseo-gu in Seoul and Bupyeong-gu in Incheon. The findings show that high Jeonse-to-price ratios and the density of multi-family housing are closely associated with these accidents. In particular, this study shows that weak points in small housing types, such as villas and row houses, directly threaten tenants' deposit safety and widen the gap between different neighborhoods. These results will be used as a basic foundation for building early warning systems for risky areas and creating preventative policies to protect tenants and keep the rental market stable.
